Nació en Arenales Gualala Santa Barbara hijo de padres campesinos logro salir adelante con esfuerzo y voluntad de trabajo en el campo por muchos años hasta lograr obtener el título de maestro de educación primaria.
Su padre fueron Timoteo Ortiz y María Rosalía Fernández Sabillón ambos vecinos de la aldea de Arenales Gualala, donde creció junto a padre y hermanos trabajando en el campo sembrando maíz y frijoles, esta labor la realizaba en horas de la tarde después de su jornada escolar.
Sus estudios de primaria los realizo en la escuela Raúl Zaldívar de su comunidad, luego al finalizar sus estudios de primaria se trasladó a la costa norte de Honduras con la esperanza de mejorar sus condiciones de vida y la de su familia. Durante año y medio anduvo en fincas bananera sin lograr obtener un trabajo estable y donde pudiera obtener un salario digno.
Después de un tiempo decidido regresar a su tierra natal Arenales con la única idea de estudiar y fue así como le pidió a su padre le apoyara con algunos gastos para poder ingresar al Instituto la independencia, situación que no fue fácil de convencer a su padre debido a su nivel de educación y forma de pensar.
Junto a uno de sus hermanos logro convencer a su padre que lo apoyara el cual le regalo un quintal de café, lo vendió en la comunidad de San Luis Planes y con parte de ese dinero logro comprar lo más necesario para lograr ingresar al instituto.
Ya asistiendo a clases la situación fue más difícil, muchas veces no tenía para el pasaje y se venía de su casa sin consumir alimentos, pero esta situación no lo hacía retroceder al contrario lo motivo más a seguir adelante y así poder lograr el objetivo, debido a lo difícil que lo estaba pasando por las tardes iba al monte a traer leña y venderla a sus vecino y lograr conseguir dinero , además los sábados y domingos trabajaba en el campo limpiando potreros y en la agricultura para obtener un poco de dinero y así poder comprar lo necesario para sus estudios.
Con mucha nostalgia nos dijo no me da pena contarlo, pero muchas veces le pedí dinero para los pasajes algunos buenos amigos de arenales los cuales me regalaban cinco, diez, veinte y hasta cincuenta centavos los cuales me los daban y era algo que recuerdo siempre de esos buenos amigos que siempre me tendieron la mano.
Su mayor apoyo para lograr su objetivo fue su madre la cual con todo su esfuerzo le daba lo poco que podía, por lo tanto, cuando ella murió se sintió sin fuerzas para seguir adelante. Después de la muerte de su mamá decidió abandonar la escuela Normal Mixta donde cursaba el primer año.
Después de algunos días de no asistir a clases lo fueron a visitar el director del centro educativo Profesor Saturnino Sabillón y algunos de sus compañeras quienes lo animaron a retornar a sus clases, además de prometerle un pequeño apoyo económico, también la profesora Graciela Girón lo apoyo con una beca de 10 lempiras al mes la cual le sirvió de mucho.
Después de tres años de mucho sacrificio logro el objetivo y obtuvo el título de educación primaria el cual lo fue a recibir en compañía de dos buenos amigos de infancia de la aldea. Fue un momento de mucha alegría miraba y leía mi título una y otra vez y no pudo detener sus lágrimas y lloro de alegría.
Consultado sobre un momento difícil en su vida nos contó que fue cuando murió su madre y después su hijo es algo que aún no lo supero nos manifestó. El momento más feliz de su vida fue cuando se graduó de maestro.
Actualmente labora en la escuela Agustina Vidaurreta de la ciudad de Santa Barbara donde se desempeña como subdirector, casado y padre de cinco hijos, pero uno de ellos falleció. Genaro Ortiz es un triunfador que con esfuerzo y sacrificio logro salir adelante y es un ejemplo y esperamos su historia sea una inspiración para muchos.
