Tegucigalpa – En el marco del Estado de Emergencia Humanitaria y Sanitaria declarada en todo el territorio nacional, el Congreso Nacional aprobó que el Poder Ejecutivo acceda a préstamos o readecue del Presupuesto la cantidad de 2 mil 500 millones de dólares, destinado a atender los efectos originados por el coronavirus (COVID-19).
Dichos recursos serán destinados para dotar al sistema sanitario nacional de capacidades de respuesta inmediata para el control, contención y propagación de la epidemia del coronavirus, manifestaron algunos de los legislativos del partido nacional.
Asimismo, se orientarán recursos para la implementación de medidas de compensación social y orientación de recursos para el impulso de los sectores estratégicos, a fin de generar empleo, e impulsar un proceso de crecimiento económico sostenido y que mas hondureños no se queden sin su empleo o sus pequeñas empresas no sean tan afectadas.
Estos recursos serán captados por la Secretaría de Finanzas (SEFIN) para que en caso de ser necesario durante los ejercicios fiscales 2020 y 2021, mediante la contratación directa de préstamos internos o externos; redistribución o reasignación de recursos externos disponibles; colocación de títulos de deuda en el mercado doméstico o internacional y otras operaciones de crédito público a las condiciones financieras que obtenga al momento de su negociación, los fondos serán destinados de forma inmediata a la lucha contra el coronavirus.
Este endeudamiento autorizado es adicional al aprobado en el Artículo 1 del Decreto 171-2019. Para estos fines, SEFIN deberá conformar un Grupo de Trabajo Especializado para el análisis y gestión responsable del endeudamiento publico pidiendo apoyo a otras instituciones del estado de Honduras.
Mediante llamada telefónica consultamos al diputado Edgardo Casaña sobre la aprobación de este decreto, a lo cual contesto, este decreto fue enviado por el poder ejecutivo y el congreso lo aprobó sin analizarlo y tomar en cuenta muchos factores, la verdad que esta ley fue creada para favorecer a la empresa privada y los poderosos del país, sacrificando a un pueblo pobre y en una precaria situación en salud.
Nosotros como bancada de libre llevábamos una propuesta integral completa, así poder beneficiar al pueblo con leyes y decretos que realmente se ayude al que necesita , como ser suspender el pago de energía eléctrica a los mas pobres o buscar un mecanismo de ayuda, otorgar un salario mínimo al millón de familias que no tiene ingresos en este momento, pero como se trata de apoyar al verdadero pueblo esto no pasa nunca en el congreso donde la mayoría de diputados representan los intereses de los más poderos de Honduras.
Lamento mucho que nuevamente los diputados del partido liberal hayan levantado la mano para apoyar estos decretos de ley donde se aprobó otra cantidad de dinero, el cual no se sabe al final donde va parar, con estos fondos el gobierno va implementar el programa cachureco con chamba vivís mejor, donde seguramente solo se va contratar a los activistas políticos del partido en el poder, dijo Casaña.
